Here's how the typical CSV file with user data looks like being opened in a spreadsheet editor:
Files in CSV (Comma-separated values) format are commonly used to transfer data between spreadsheet editors (such as Microsoft Excel, OpenOffice, LibreOffice, Google Sheets) and other software systems and tools.

Supported Fields and Formats
Here’s the list of the fields that can be mapped as columns during import:

How to perform the Import
Upload CSV file with Users data on the Settings > Import page. Then customize settings and map columns.

Required Permissions
Administrators in Targetprocess can import Users by default.
Non-administrators can import Users if their Default Role has Add/Edit permission for User entity.
Download Template Files
Three template files are available below: basic, typical and full.
Import Users: Basic
This templates contains only required columns which are Email and Login. Passwords are not set to newly created users. As a result they are unable to log in until they follow Forgot your password? link on the login page.

Settings for import:
Import Users: Typical
This template contains commonly used columns: First Name, Last Name, Email, Login, Role. Emails and Logins are the same. Passwords are not set to newly created users. As a result they are unable to log in until they follow Forgot your password? link on the login page.

Settings for import:
Import Users: Full
This template contains all supported columns: First Name, Last Name, Email, Login, Password, Role, Is Observer, Competencies (Custom Field). Newly created users are able to log in using passwords from the list.
Importing Custom Field values
This template illustrates how to import Custom Field values. Therefore as a prerequisite the Text type Custom Field named Competencies must be added to User entity in the system settings. Skip mapping for the missing custom fields otherwise.

Known Issues
Entity Type column in CSV file
If exists: it must contain User value for each user. You'll need to make initial selection after the file is uploaded.
If missing: select User as type of entities to import before the file is uploaded.
Licenses Availability
Before you add new users please verify you have enough count of unused licenses available. Check License page in System Settings for this purpose.
Licensing in Targetprocess is user-based. We monitor the number of active users, meaning those that can login to the system and interact with it. The number of active users cannot exceed count of currently purchased licenses.
To free up seats for new active users, either purchase more Licenses or review your People list and make some unused user accounts Inactive or (not recommended) delete them completely.
Projects and Teams Membership
It is not possible to assign Users to Projects and Teams within Import from CSV file. When it is required to perform addition of users to the system and assignment of them to projects and teams simultaneously use Invite people or Quick Add Several Items features that support such combination.
